Looks like most the technical corrections to this article are already mentioned here. However I would like to point out something that happened when I tried to get involved with the UCITA law passed a few years ago. At that point we were told flat out by a legislator that all bills in Virginia are always effectively fasttracked and additional debate was simply not possible. While I’m in the software industry and agreed with a number of parts of the bill, I strongly felt that some major sections needed to be reworked. The problem was that AOL who is based in VA rammed it through with lobbyists and all criticism was ignored, causing the bill to pass with very little in the way of needed amendments. This is entirely normal here. I would advise researching how most all bills in VA are effectively fasttracked and document that in your finding. It is a bigger problem than most people think.
