Public access to cast ballots

In many states the public are not allowed to verify elections by counting the ballots cast. The standard FOIA practice would allow people to make an appointment to see the ballots, but the logistics of hauling out and unsealing ballot boxes for public inspection, combined with the physical risk to the ballots, pose challenges. States should routinely post scanned images of ballots on the Internet, using technology to prove that they are the actual ballots cast.
