Each state is required to pass a balanced budget for projected spending and income each fiscal year. The budget process varies widely from state to state, as do the degree of citizen participation and the level of transparency. While some states encourage public input, many others write budgets behind closed doors and make it difficult for citizens to scrutinize spending.
